REDICO and Ciel Senior Living Form Joint Venture to Develop Senior Living Community in Rehoboth Beach Delaware

REDICO and Ciel Senior Living have formed a joint venture to design and build a new senior living community in Rehoboth Beach, Delaware. The project is positioned to address growing demand for high-quality senior housing options across Sussex County and the surrounding region while reflecting renewed investor interest in senior housing development and financing.

Under the agreement, REDICO will lead development and investment strategy and Ciel Senior Living will serve as the operating partner. The collaboration leverages REDICO’s experience as a developer, investor and owner of senior housing communities alongside Ciel’s operating platform and expanding portfolio.

"Our involvement in this project and our ability to attract financing necessary to make it possible reflects renewed investor interest in this industry," said Dale Watchowski, CEO of REDICO and American House Senior Living.

Ciel Senior Living currently manages more than 3,000 units across 20 communities in 10 states and is expanding through operating, acquisition and development partnerships. Company leadership framed the Rehoboth project as both a construction initiative and a community vision.

"This is more than the start of a construction project – it is the realization of a vision," said Edward Burnett, Co-Founder of Ciel Senior Living.

Scheduled for completion in 2028, Ciel of Rehoboth will include 144 luxury suites and provide Independent Living, Assisted Living and Memory Care. The campus is described as inspired by Delaware’s coastal heritage and will combine design, resort-style amenities, elevated dining, engaging programming and personalized wellness and care services tailored to residents’ needs.

"From the resident experience to the design of the community itself, every aspect of Ciel of Rehoboth has been thoughtfully planned to foster connection, promote well-being and deliver the elevated hospitality that defines the Ciel brand," said Alexis Martini, President and Chief Operating Officer of Ciel Senior Living.

The project is one of several senior living developments REDICO and its affiliate American House plan to open over the coming years across the Midwest and East Coast. As Delaware’s senior population grows, the partnership aims to provide service-rich options that support aging in place and active, connected lifestyles.

Multifamily Leadership will continue to track developments in senior housing that reflect evolving capital flows, operational models and amenity strategies shaping multifamily and senior living markets.
