James Campbell Company Acquires The Element a Class A Three Hundred Eighteen Unit Community in Ewa Beach West Oahu

James Campbell Company has completed the purchase of The Element, a Class A, garden-style 318-unit apartment community in ʻEwa Beach, West Oʻahu. This marks the company’s first multifamily acquisition and expands a portfolio that now spans properties in 11 states and 14 markets.

"We are proud to acquire a best-in-class multifamily property near our headquarters in Kapolei – the heart of where our company got its start – and support the housing needs of West Oʻahu residents, said Kevin Penn, president and chief executive officer of James Campbell Company. The Element is an exceptional residential community, and we are excited to bring the ownership of this top-tier property back into local hands as we intend to be long-term stewards of this residential community."

The Element, built in 2020, offers a mix of one-, two- and three-bedroom homes and sits within the Ho‘opili master-planned community. The property is a short walk—approximately half a mile—to the University of Hawaiʻi–West Oʻahu campus and 500 feet from the Skyline Keoneʻae rail station, providing direct access to major employers such as Joint Base Pearl Harbor-Hickam and Daniel K. Inouye International Airport. Future rail service is planned to reach Downtown Honolulu by 2031.

Community amenities include a resort-style saltwater pool with cabanas, an indoor-outdoor clubhouse, modern co-working spaces, shared outdoor kitchens and BBQ areas, an on-site coffee shop, and a two-story fitness center. Importantly, 20 percent of The Element’s units are reserved for households earning no more than 80 percent of area median income, preserving affordable housing options in West Oʻahu.

Greystar will continue to provide professional property management, ensuring continuity of operations and resident services through its institutional expertise.

This acquisition follows James Campbell Company’s recent multifamily investments and complements its active development of Nāliko, a 300-unit project under construction in nearby Kapolei with expected completion in late 2027.

For owners, operators, and investors across multifamily, The Element underscores several operational themes: the role of transit-oriented locations in resident access and employer connectivity, the value of preserving income-restricted units within new communities, and the importance of management continuity during ownership transitions. Multifamily Leadership will continue to monitor how these dynamics shape investor strategy and resident outcomes in evolving markets like West Oʻahu.
