Brewery Square Revitalization: Merging Historic Preservation with Affordable Living in New Haven

Community Preservation Partners (CPP) and Beacon Communities have embraced a renewed commitment to affordable housing and historic preservation in New Haven, Connecticut, with the acquisition and upcoming overhaul of Brewery Square Apartments. Sited in the Fair Haven neighborhood, this notable property, dating back to 1896, epitomizes the architectural legacy of the region as a cherished landmark of its industrial past. With a $43 million investment casting the future for Brewery Square, which includes a substantial $112,342 renovation budget per unit, residents are poised to receive modern conveniences while residing within the revived grandeur of a bygone era.

John Fraser, CPP's Vice President of Development, underscores the initiative, stating, "This acquisition allows us to increase and deepen affordability while also extending the life of a property that is deeply cherished by the community. We are proud to protect the historic fabric of this neighborhood while delivering modern upgrades that respond directly to resident needs." Indeed, the project will enhance day-to-day living conditions through contemporary fittings and improved energy efficiency expected to trim utility costs by over 15%.

Residents have been pivotal in curating the refurbishment plans. From advocating for advanced security systems to the unique transformation of the historic gatehouse into a secure bike storage area, their influence has been instrumental. Luxuries such as stainless-steel appliances, quartz countertops, and refinished floors await the community—amenities that align well with their aspirations for a dignified abode.

The property's inclusion in the Low-Income Housing Tax Credit (LIHTC) program will transition 84 out of 104 units to a range of affordability from 30% to 80% of Area Median Income (AMI), and the extension of the existing HAP contract by an additional 20 years promises enduring affordability. Fair Haven Alder, Sarah Miller, recognizes Brewery Square as an archetype for "high-quality, architecturally interesting, mixed-income housing" and welcomes the preservation and enrichment of this legacy.

Brewery Square's transformation will not only cater to the practicalities of modern living but will also stand as a testament to preserving New Haven's rich tapestry. As Dara Kovel, Beacon Communities' CEO, noted, "The adaptive reuse of Brewery Square Apartments will modernize and expand affordable housing options in New Haven, while breathing new life into a piece of the City's history. We're honored to bring our exceptional property management to a new community of New Haven residents."

Complementing the array of Beacon Communities' properties in New Haven, this project relies on a sturdy financial structure incorporating LIHTC 4% tax credits, tax-exempt bonds, and a consortium of investors and lenders, ensuring compliance with historic preservation standards. As Brewery Square embarks on this transformation, it not only holds promise as a livable community but symbolizes a shared vision for a city embracing its heritage while securing its future.
